On May 22, the next plenary meeting of the spring session of the Supreme Assembly of the Nakhchivan Autonomous Republic was held.

2 items on the agenda of the meeting - the draft of the Law of the Autonomous Republic of Nakhchivan "On Amendments to the Law of the Autonomous Republic of Nakhchivan "On Elections to the Supreme Assembly of the Autonomous Republic of Nakhchivan" (first reading) and the draft of the Law of the Autonomous Republic of Nakhchivan "On the Implementation of the 2023 Budget of the Autonomous Republic of Nakhchivan" ( first reading) was included.

Deputy Chairman of the Supreme Assembly Anar Ibrahimov noted that the first issue on the agenda - "On the amendment of the Law of the Nakhchivan Autonomous Republic" on the elections to the Supreme Assembly of the Nakhchivan Autonomous Republic" in the first reading of the draft law of the Nakhchivan Autonomous Republic, noted that "On the elections to the Supreme Assembly of the Nakhchivan Autonomous Republic" Alignment of the Law of the Nakhchivan Autonomous Republic with the Election Code of the Republic of Azerbaijan, "On Media", "On Border Guard Bodies", "On Non-Governmental Organizations (Public Unions and Funds)" and relevant provisions of the Law of the Republic of Azerbaijan. A draft law on changes in the relevant law was prepared and distributed to deputies. The project was discussed at the meeting of the Legal Policy Committee on May 20, 2024 with the participation of the chairman and members of the committee, as well as representatives of the Supreme Assembly Office and the Central Election Commission.

Chairman of the Legal Policy Committee of the Supreme Assembly, Ismayil Garibli, gave information about the draft law and expressed the opinion of the committee he represents.

Chairman of the Central Election Commission of the Nakhchivan Autonomous Republic Ajdar Aliyev said that the last addition and amendment to the Law of the Nakhchivan Autonomous Republic "On Elections to the Supreme Assembly of the Nakhchivan Autonomous Republic" was made in 2015. Additions and changes made to the normative legal acts regulating the election process in the Republic of Azerbaijan make it necessary to make additions and changes to the relevant law. For this purpose, it was proposed to implement a number of additions and changes to the Law of the Nakhchivan Autonomous Republic "On Elections to the Supreme Assembly of the Nakhchivan Autonomous Republic".

Then the Law of the Nakhchivan Autonomous Republic "On Amendments to the Law of the Nakhchivan Autonomous Republic on Elections to the Supreme Assembly of the Nakhchivan Autonomous Republic" was voted and adopted in the first reading.

During the discussion of the second issue on the agenda - "On implementation of the 2023 budget of the Nakhchivan Autonomous Republic" in the first reading of the draft Law of the Nakhchivan Autonomous Republic, the deputy chairman of the Supreme Assembly noted that the Cabinet of Ministers of the Nakhchivan Autonomous Republic implements the budget of the autonomous republic according to the Constitution of the Nakhchivan Autonomous Republic. In 2024, in accordance with the relevant articles of the Law of the Republic of Azerbaijan "On the Budget System", the draft Law of the Nakhchivan Autonomous Republic "On the implementation of the 2023 budget of the Nakhchivan Autonomous Republic" was submitted to the Supreme Assembly by the Cabinet of Ministers. The draft law was distributed to the deputies, and on May 16, 2024, it was placed on the official website of the Supreme Assembly and brought out for public discussion. The project was discussed at the meeting of the Economic Policy Committee on May 18, 2024 with the participation of the chairman and members of the committee, as well as representatives of the Supreme Assembly and the Cabinet of Ministers.

Isa Isayev, Chairman of the Economic Policy Committee of the Supreme Assembly, informed about the draft law and drew attention to the opinion of the committee he represents.

Auditor of the Accounting Chamber of the Republic of Azerbaijan, head of the Department of the Accounting Chamber for the Nakhchivan Autonomous Republic, Hafiz Ismayilbeyli, brought to attention the auditor's report on the analytical activity of the Accounting Chamber of the Republic of Azerbaijan on the analysis of the implementation of the 2023 budget of the Nakhchivan Autonomous Republic.

During the discussion of the issue on the agenda, Huseyn Bagirsoylu, Ehtimad Mammadov, Elman Jafarli and Amir Babayev voiced their questions, opinions and suggestions.

In the end, Hasan Ismayilov, Deputy Minister of Finance of the Nakhchivan Autonomous Republic, acting minister, and Hafiz Ismayilbeyli, auditor of the Accounts Chamber of the Republic of Azerbaijan, head of the Department of the Accounts Chamber of the Nakhchivan Autonomous Republic clarified the questions and expressed their views.

At the meeting, the Law of the Nakhchivan Autonomous Republic "On the implementation of the 2023 budget of the Nakhchivan Autonomous Republic" was voted and adopted in the first reading.
